AFSCME Maryland Advocates for Safety Bill Honoring Fallen Agent
Efforts to Enhance Safety for Maryland Public Workers Intensify
Maryland's public service workers have been galvanized into action following the tragic death of Probation and Parole Agent Davis Martinez. The incident, which occurred during a routine home visit last May, has prompted renewed calls for enhanced workplace safety measures.
AFSCME Local 3661, with which Martinez was associated, held a candlelight vigil at the State House in Annapolis to honor his memory and push for legislative change. "Our members continue to grieve the loss of Agent Martinez and miss him every day," expressed Rayneika Robinson, president of Local 3661. "Enough is enough. We deserve safe staffing levels, policies that will ensure we are prepared for the risks we may face and the tools needed to do our jobs safely."
This public gathering included Martinez’s family, state lawmakers, and other labor supporters, all advocating for the approval of the Davis Martinez Public Employee Safety and Health Act (HB 176/SB 26). The proposed legislation aims to obligate Maryland Occupational Safety and Health (MOSH) to create a Workplace Violence Prevention Standard for the public sector and ensure public employers are held responsible for their employees' safety.
"For far too long, the people who serve Maryland and keep the state functioning have been subjected to unsafe and unhealthy working conditions," stated Patrick Moran, president of Council 3 and an AFSCME International Vice President.
In addition to legislative reform, AFSCME members are advocating for an independent investigation into Martinez's untimely death. Robinson concluded, "Together, we can build a future where every worker feels valued, protected, and empowered to perform their critical roles. Let us continue pushing forward—not just in memory of those we've lost, but for the safety and dignity of those who carry on their legacy."
The event was shared widely, and a video of the vigil is available for viewing. Click here to watch the event from Monday.
Public safety professionals are increasingly looking toward AFSCME to secure their workplace rights, advocating for better wages, health care, and retirement plans. This organization supports members in corrections, law enforcement, and emergency response, who play critical roles in defending community freedoms.
