U.S. DFC CEO Discusses Strategic Investments at Heritage Foundation Event

Washington, D.C. – Ben Black, CEO of the U.S. International Development Finance Corporation (DFC), addressed an audience at the Heritage Foundation during a talk titled “Investing in America's Future: Economic Statecraft in an Age of Global Competition.” The session was hosted by Dr. Kevin Roberts, President of Heritage.

Strategic Mandates Under the Trump Administration

During the event, Black highlighted the transformation of DFC's mandates under former President Donald Trump. "In this era of increasing global competition, President Trump has tasked DFC with a critical mandate: DFC investments must deliver for the American people and serve as a powerful tool for strengthening the economic security of both the United States and our allies and partners," Black stated.

Black emphasized that the DFC seeks to challenge U.S. adversaries by focusing on large, capital-intensive projects that support U.S. strategic interests. He noted that DFC aims to "mobilize private capital through sophisticated financial structures that reduce risk for investors and create enduring American influence in critical sectors and regions."

Integration of Private Capital

Black discussed the importance of leveraging private capital alongside DFC investments, explaining, "Across all priority sectors, DFC’s financial products are uniquely suited to reducing investment risk and crowding in pools of private capital that dwarf our own balance sheet." He contrasted this approach with Chinese investment strategies, noting that they often lack private sector involvement.

He further stated, "State capital acting alone can never build dynamic markets the way that private capital can. Our global partners want to work with us because our model is better... The American free-market system is the engine that drives strength, growth, and goodwill around the world. It’s our greatest export and our greatest advantage."

Fostering U.S. Super Intelligence Dominance

The race for global Super Intelligence was another topic of discussion. Black emphasized that "America has the best technology in the world and is winning the race for Super Intelligence, but the American SI stack cannot be exported to networks compromised by our adversaries." He mentioned a recent DFC investment with Vodafone in Eastern Europe aimed at updating and securing telecom networks.

Black underscored the challenge facing partner nations in diversifying network ownership due to external pressures, particularly in areas where China’s Digital Silk Road is expanding. He expressed commitment to supporting these countries, especially in the Western Hemisphere.

Advancing Energy Infrastructure

Highlighting the U.S.'s role in energy production, Black said, "Under President Trump’s leadership, the U.S. is the world’s largest producer of both oil and natural gas." The DFC has approved $1.5 billion for energy infrastructure development in South and Southeast Asia, aiming to provide reliable energy solutions and counteract adversarial influences.
