SB 915 is part of the CARS legislative package that aims to ensure public safety and job protection. San Francisco's endorsement of SB 915 is crucial due to its encounters with robotaxis causing accidents and traffic disruptions.

Nevertheless, the California Public Utilities Commission (CPUC) and Department of Motor Vehicles have resisted implementing substantial AV safety measures. Recently, the CPUC approved the expansion of Waymo robotaxis in Los Angeles and San Francisco, despite Waymo's recent software recall due to collision incidents.
