In a significant push to stimulate Pennsylvania's local economies, the Pennsylvania Industrial Development Authority (PIDA) has sanctioned over $28 million in low-interest loans this year, catalyzing private investments worth $87.3 million. This strategic financial support is set to create 126 new full-time jobs while safeguarding 393 current positions across the state.
Harrisburg, PA – Recently, the Department of Community and Economic Development (DCED) Secretary Rick Siger disclosed the approval of more than $6 million in new low-interest loans by PIDA. These loans aim to propel business expansion and job creation in Adams, Bucks, Dauphin, and York counties. This initiative is projected to inject over $15 million into these local economies, fostering the creation of at least 31 new jobs and maintaining 117 existing roles.
Since the onset of 2025, PIDA's efforts have resulted in the approval of $28,892,259 in loans, leading to $87,354,477 in private sector investments and influencing the job market significantly.
"One of the Shapiro Administration’s top priorities is to help businesses across the Commonwealth grow and thrive in order to ensure Pennsylvania is positioned as an economic powerhouse," stated DCED Secretary Siger. "These four approved PIDA loans will make a huge difference to these companies, their employees, and the communities where they operate."
PIDA's loan program offers low-interest loans and credit lines to qualified businesses committed to job creation and retention, as well as the development of industrial parks and multi-tenant facilities. The loans can be utilized for various purposes, including land and building acquisitions, construction, machinery purchases, and working capital lines of credit.
Approved Projects Overview
Adams County
- Agape Services LLC has been granted a 15-year, $400,000 loan at a 5% fixed interest rate via the Adams County Economic Development Corporation. This funding will facilitate the acquisition of a 10,440-square-foot childcare facility in Straban Township, designed to accommodate up to 245 children and create 18 full-time jobs within three years. The total project cost is $1,678,000, supported by additional financing from ACNB Bank and equity contributions.
Bucks County
- 3G and Beyond Properties LLC, through the Bucks County Industrial Development Authority, secured a 10-year, $2,250,000 loan at a 4.25% reset interest rate. This funds the purchase and renovation of a 22,000-square-foot facility in Falls Township, which will become the headquarters for Starr Transit. The project amounts to $6,489,437, with additional funding from Univest Bank and equity.
Dauphin County
- Zehring Real Estate Holdings LLC received approval for a 15-year, $1,460,000 loan at a 4.25% reset interest rate through the Capital Region Economic Development Corporation. The loan supports the acquisition of a 34,450-square-foot manufacturing facility in Highspire Borough, helping retain 39 full-time jobs at Osage Piping and Fabricating Inc. The total investment is $2,950,000, including financing from First Commonwealth Bank and equity.
York County
- RSKL Real Estate Holdings LLC, through the York County Economic Development Corporation, was granted a 15-year, $1,950,373 loan at a 4.25% reset interest rate. This will fund the acquisition and renovation of a warehouse in York, consolidating operations for Airborne Contamination Identification Associates LTD. The project totals $3,900,745, with additional funds from ACNB Bank and equity from RSKL and ACIA.
Governor Josh Shapiro's administration is dedicated to positioning Pennsylvania as a leader in economic development, with the 2024-25 budget reflecting substantial investments in the state's 10-year Economic Development Strategy.
