United States and Qatar Reinforce Long-standing Partnership in Seventh Strategic Dialogue

The seventh U.S.-Qatar Strategic Dialogue, held on December 17, 2025, in Washington, D.C., marks a pivotal moment in the enduring partnership between the U.S. and Qatar. Secretary of State Marco Rubio and Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al Thani led discussions touching on vital matters such as peace, security, and investment. These conversations, involving senior officials from both countries, are set to carry into early 2026, focusing on issues like law enforcement and cultural ties.

Prime Minister Al Thani commended President Trump's leadership for ending the conflict in Gaza and promoting lasting peace in the Middle East. Secretary Rubio reciprocated gratitude, acknowledging Qatar’s mediating role in President Trump’s Gaza Peace Plan. Furthermore, both leaders emphasized their commitment to stabilizing Syria and combating terrorism in the region.

Strengthening Global and Regional Cooperation

Highlighting a model of peace through strength, Secretary Rubio reiterated the U.S.-Qatari partnership's significance in facing global challenges. Discussions included strategic priorities involving Gaza, Iran, Syria, Afghanistan, and beyond. Both nations aim to uphold peace and stability, with a shared focus on countering global threats.

Prime Minister Al Thani praised President Trump’s efforts in creating a coalition of nations, emphasizing that Qatar remains committed to a future of peace, devoid of extremism and terror.

Fostering Economic Growth and Investments

The economic collaboration between the U.S. and Qatar continues to flourish, promoting growth and job creation, particularly in technology and energy sectors. The partnership builds on over $240 billion in economic deals initiated during President Trump’s visit to Qatar. Investments secured this year include:

• $96 billion for Qatar Airways to procure up to 210 American-made Boeing aircraft, supporting over 154,000 U.S. jobs annually.
• $97 billion deal with U.S. Company Parsons to propel innovation-related projects, creating numerous well-paid jobs across the U.S.
• $8.5 billion contract between Qatar Energy and McDermott for advancing energy infrastructure.
• $1 billion investment in the Quantinuum Joint Venture with Al Rabban Capital, focusing on quantum technologies.

Enhancing Defense and Security Cooperation

The U.S.-Qatar defense and security alliance remains robust, with both countries committed to strengthening joint defense capabilities. This includes significant upgrades at Al-Udeid Air Base and joint operational initiatives. Secretary Rubio welcomed Qatar’s acquisition of advanced military equipment, including a $2 billion deal with General Atomics for remotely piloted aircraft systems. Another $1 billion agreement with Raytheon will enhance Qatar’s counter-drone capacities.

Collaborative Efforts in Counterterrorism and Law Enforcement

The longstanding counterterrorism partnership between the U.S. and Qatar emphasizes Qatar's frontline role in combating global terrorism and ensuring compliance with international anti-money laundering standards. With the upcoming 2026 FIFA Men’s World Cup, Qatar pledges full support to the U.S. in ensuring a secure event. Recent agreements focus on enhancing security cooperation and training with the FBI.

Promoting Cultural, Sports, and Educational Ties

The U.S. and Qatar aim to deepen cultural and educational cooperation, renewing a memorandum of understanding between Qatar Museums and the Smithsonian Institution. This collaboration seeks to expand initiatives in the arts, sports, and education sectors.
