Harrisburg Welcomes Major Investment from Leading Couscous Manufacturer

The City of Harrisburg is set to become a hub for couscous production as US Durum Products LTD, North America's leading couscous manufacturer, plans to relocate and expand its operations. The move is supported by a $140,000 investment from the Commonwealth, marking a significant boost in local economic activity.

Governor Josh Shapiro and Lieutenant Governor Austin Davis announced the $8,036,000 investment deal, emphasizing Pennsylvania's strengthening economy — the only one growing in the Northeast according to Moody's Analytics. This relocation is expected to create and retain 64 jobs over the next three years, underscoring the state's business-friendly environment.

US Durum Products is relocating from Lancaster County to a historic manufacturing site at 523 South 17th Street in Harrisburg. This move represents a strategic investment in new equipment and technologies designed to enhance production capacity and efficiency.

"Pennsylvania is one of the top states for business and is the only state in the Northeast with a growing economy — that's why companies like US Durum are doubling down and reinvesting in the Commonwealth," said Governor Shapiro. He emphasized the state's commitment to fostering an environment conducive to business growth and job creation.

To support this transition, the Department of Community and Economic Development (DCED) provided US Durum with a $100,000 Pennsylvania First grant and a $40,000 WEDnetPA grant for workforce training. The project aligns with Pennsylvania's long-term economic development strategy, focusing on key sectors like manufacturing and agriculture.

Lieutenant Governor Davis, Senator Patty Kim, Representative Dave Madsen, DCED Secretary Rick Siger, and Department of Agriculture Secretary Russell Redding joined local leaders to celebrate this economic milestone. "Today's announcement is another prime example that places like here in Harrisburg can be economic engines for our future," noted Lt. Governor Davis.

Manufacturing and agriculture contribute significantly to Pennsylvania's economy, with annual outputs of over $116 billion and $132.5 billion, respectively. This project is part of a broader initiative to strengthen these sectors and attract further investment to the state.

Founded in 1993, US Durum Products has grown its offerings to include a variety of short grain pastas and Mediterranean blends. CEO and President Said Chergui expressed gratitude for the support received, stating, "We are happy to be here and look forward to being a strong part of the local community for many years to come."

As Pennsylvania continues to attract and retain businesses, the state is receiving national recognition for its robust business climate. Pennsylvania ranks among the top 20 "Best States for Business" according to Area Development and ranks 11th in the 2025 Business Climate Rankings by Site Selection Magazine.
