Pennsylvania's $1.16B BEAD program aims to close digital divide by 2025

Efforts to bridge the digital divide in Pennsylvania are accelerating, with Governor Josh Shapiro's administration actively working to deliver high-speed internet to all residents.

Harrisburg, PA – The Pennsylvania Broadband Development Authority (PBDA) has announced the final application phase for the state's $1.16 billion federal grant from the Broadband Equity, Access, and Deployment (BEAD) Program. The application period will remain open until August 1, 2025, and aims to deploy broadband infrastructure to connect underserved areas.

Eligible applicants range from cooperative organizations and not-for-profits to private and public utility companies, municipalities, and internet service providers registered with the Federal Communications Commission (FCC).

“No matter where you live in the Commonwealth, having reliable access to high-speed internet is crucial – which is why programs like BEAD ensure that more Pennsylvanians can work, learn, and access the health care they need,” said PBDA Executive Director Brandon Carson. With local government and partner support, the initiative is poised to invest in infrastructure that benefits communities statewide.

Application Process and Funding Details

The final application round offers a 14-day window for eligible entities to apply for funds to build high-speed internet networks through the BEAD program. Post-application, PBDA will evaluate submissions and present a final proposal for public comment before submitting it to the National Telecommunications and Information Administration (NTIA). Successful projects will be announced later this year after NTIA approval.

Funds can be allocated for physical improvements, long-term leases, multi-family residential deployment, planning, design, engineering, and personnel costs. There is no set minimum or maximum grant amount, but projects must have a 25 percent matching fund share.

State and Federal Funding Impact

The BEAD initiative, established under NTIA'sNotice of Funding Opportunity and NTIA’s BEAD Restructuring Policy Notice, is funded through the Infrastructure Investment and Jobs Act of 2021's allocation to Pennsylvania.

Earlier in the year, Governor Josh Shapiro and PBDA Executive Director Carson showcased their broadband expansion efforts during a visit to the Cambria County Library in Johnstown. Along with the BEAD funding, the PBDA has approved $45 million in grants for 49 projects across 27 counties to enhance internet access in public facilities.

Furthermore, the state has directed $204.1 million in federal funding through the Broadband Infrastructure Program (BIP) to deliver high-speed internet to over 100,000 residents in 42 counties. An additional $20 million has been allocated for distributing technology devices to schools, libraries, and other organizations, ensuring individuals have the necessary tools to access the internet.
