Pennsylvania Stands Out in the Northeast with Economic Growth
Moody’s Analytics has identified Pennsylvania as the only state in the Northeast with a growing economy.
Governor Josh Shapiro’s administration attributes this success to strategic initiatives aimed at enhancing Pennsylvania’s competitiveness, which have drawn significant private investments and created numerous jobs.
As of October 2025, only 16 states in the nation are experiencing economic growth, with Pennsylvania being one of them.

Harrisburg, PA – Pennsylvania continues to lead the Northeast in economic expansion, according to a new report from Moody’s Analytics Chief Economist Mark Zandi. This achievement highlights the state’s ongoing progress under Governor Josh Shapiro's leadership.
Moody’s report places Pennsylvania among just 16 states nationwide with an expanding economy, measured using criteria such as job data, industrial output, personal income, and housing starts.
Governor Shapiro has implemented significant reforms to make Pennsylvania more competitive, such as reducing permit and licensing backlogs and streamlining approvals. These efforts have attracted nearly $26 billion in private investments and resulted in over 13,200 new jobs.
In October, several key investments were announced:
- Eos Energy Enterprises will invest $352.9 million to move its headquarters from New Jersey to Pittsburgh, with plans to create and retain 1,000 jobs.
- Mint-X will invest $10.5 million to relocate its manufacturing operations from New York to Luzerne County, creating over 100 jobs.
- Imperial Systems, Inc. plans to invest $8 million in expanding its air filtration equipment manufacturing in Mercer County, creating 47 new jobs and retaining 145 positions.
- Nichols Portland, Inc. is investing $4.7 million to expand metal forming operations in Elk County, creating 42 new jobs and retaining 285 existing positions.
- In Erie, the Commonwealth is investing $9.5 million to support the Market House, a 27,000-square-foot marketplace for local businesses and artisans.
This year, the PA SITES program has directed $113.6 million into 29 shovel-ready business sites statewide. Pennsylvania’s competitive edge was further recognized by Area Development, ranking it among the Top 20 Best States for Business and the only state in the Northeast to be included.
Governor Shapiro’s focus on reducing bureaucratic hurdles and securing record-breaking investments, like Amazon’s initial $20 billion AI and cloud computing campuses, is credited with driving Pennsylvania’s economic growth and opportunity.
