Pennsylvania Boosts Manufacturing with Strategic Investments

The Commonwealth of Pennsylvania is making strides in enhancing its economic landscape with a significant investment in manufacturing. With a $142.2 million investment secured for First Quality Retail Services, LLC, the state aims to bolster its manufacturing operations in Mifflin County, ensuring job retention and creation.

Harrisburg, PA – Governor Josh Shapiro announced a major expansion project for First Quality Retail Services, LLC in Lewistown, Mifflin County. The initiative, which involves a $610,000 investment from the Commonwealth, will add four new production lines at the facility. This expansion is expected to create 91 new jobs over the next three years and retain 2,441 existing roles statewide.

First Quality, renowned for its household and personal care products, is stepping up its production to meet rising demands. This move aligns with Pennsylvania's broader economic goals under Governor Shapiro's leadership, where the state has successfully attracted over $31.6 billion in private sector investments, generating more than 16,700 new jobs.

Governor Shapiro emphasized the state's commitment to fostering a business-friendly environment, citing Pennsylvania's skilled workforce and strategic location as pivotal factors. “Pennsylvania offers an exceptionally skilled workforce, strategic location, and the resources for growing businesses to thrive and today’s announcement proves it yet again," he stated.

The Pennsylvania Department of Community and Economic Development (DCED) has backed the project with a $500,000 Pennsylvania First grant and a $110,000 WEDnetPA grant to facilitate workforce training at First Quality.

DCED Secretary Rick Siger highlighted the importance of the expansion, noting, “First Quality has been a mainstay and major employer in Pennsylvania for well over three decades now and the Shapiro Administration is thrilled to see their continued investment in our Commonwealth.”

First Quality began its journey in Pennsylvania in 1989, initially producing adult incontinence products. Over the years, it has expanded its offerings to include baby wipes and other hygiene products, establishing itself as a market leader in North America.

Allen Bodford, President of First Quality Absorbent Hygiene Division, expressed appreciation for the state’s support, stating, “First Quality is thrilled to be expanding our adult incontinence manufacturing capacity in Lewistown.”

Nick Felice, President/CEO of Mifflin County Industrial Development Corporation, praised First Quality's impact on the region, acknowledging their status as a top employer since 2009 and their commitment to competitive wages and regional economic growth.

In addition to First Quality, Pennsylvania's manufacturing sector is witnessing growth with companies like Eos in Allegheny County and Nichols Portland in Elk County, among others.

Under Governor Shapiro's guidance, Pennsylvania stands out as the only Northeastern state with a growing economy, as highlighted by Moody's analysis. Additionally, Pennsylvania has been ranked among the top 20 "Best States for Business" by Area Development, further cementing its position as a competitive economic player.

Governor Shapiro's administration continues to drive growth through strategic initiatives, including the Commonwealth's first economic development strategy in nearly two decades and efforts to streamline permitting and licensing processes. Significant investments, such as Amazon's $20 billion project to build AI and cloud computing campuses, exemplify Pennsylvania's commitment to attracting major businesses and fostering job creation.
