GSK to Build New Factory and Enhance AI Tech in Pennsylvania

GSK plans a substantial expansion in Pennsylvania, including a new factory in Upper Merion and the integration of AI technology across its manufacturing sites.

Last year, the Shapiro Administration allocated $21 million to support GSK's $800 million expansion in Marietta, Lancaster County.

Since Governor Josh Shapiro assumed office, over $25.6 billion in private sector investments have been secured, leading to more than 12,400 new jobs.

Expansion and Technological Advancements in Pennsylvania

Harrisburg, PA – The Pennsylvania Department of Community and Economic Development (DCED) Secretary, Rick Siger, has commended GSK's plans for expanding its operations within the state. Announced earlier this week, the global bio-pharma giant's investment will see the construction of a new manufacturing plant in southeastern Pennsylvania and the introduction of AI and advanced technologies across their existing manufacturing sites.

The new biologics flex factory by GSK, planned for Upper Merion in Montgomery County, will focus on the production of medicines targeting respiratory diseases and cancer. The construction is slated to commence in 2026. Simultaneously, GSK is set to enhance AI and digital capabilities at five of its manufacturing locations across four states, including Pennsylvania.

Significant Investments and Job Creation

Rick Siger noted, “Last October, GSK made its largest single investment ever in manufacturing in the United States right here in Marietta, and we’re excited to have them double down on Pennsylvania with this new investment.” This move is seen as a testament to Pennsylvania's strategic economic development plan, which highlights the state's advantageous location, research infrastructure, and skilled workforce.

In the previous year, the Shapiro Administration, alongside DCED, played a crucial role in supporting GSK's $800 million expansion of its Marietta facility, which doubled its size and capacity and is expected to generate at least 200 high-paying jobs.

Strategic Guidance and Economic Growth

Operating globally with its U.S. headquarters in Philadelphia, GSK aims to combine science, technology, and talent to combat diseases. The company's recent expansion in Marietta was facilitated by Governor Shapiro's BusinessPA team, which offers targeted support and resources to businesses aiming for growth and success in the state.

Since Governor Shapiro's inauguration, the state has attracted over $25.6 billion in private investments, resulting in the creation of more than 12,400 jobs. His 2025-26 budget proposal outlines further investments to bolster Pennsylvania’s economic development strategy.

Future Funding and Economic Strategy

Governor Shapiro's budget proposes:

  • $50 million for the PA Innovation program, including a one-time $30 million for life sciences job growth and $20 million for ongoing innovation support
  • $12.5 million for WEDnetPA to enhance workforce capabilities
  • $2 million for Career Connect internships in Pennsylvania companies
  • $10 million for AdvancePA tax credits to foster high-quality job creation
  • Accelerated Corporate Net Income Tax (CNIT) cuts by two years, with a 0.75 percent reduction each year
