In a groundbreaking move for Texas, Harris County has introduced a consultation policy that will empower thousands of county employees with a formal mechanism to voice workplace concerns. This initiative, led by the American Federation of State, County and Municipal Employees (AFSCME), marks the first of its kind in any Texas county. As the largest county in Texas and the third most populous in the United States, Harris County's decision could set a precedent for other regions.

Effective in October, the consultation policy is designed to establish a structured dialogue between county workers and management. This approach aims to enhance the development of workplace policies by incorporating employee input. Leonard Washington, a foreman in the Roads and Bridges Division and member of the Harris County Workers’ Union, emphasized the benefits, stating, “By listening to more team members, you encourage solutions, collaboration, and more efficiency — I see it every day with my crew. Consultation has the power to support workers, management, and Harris County residents alike.”

AFSCME's advocacy for this policy reflects a broader effort to improve trust between county workers and management, while also ensuring better public services for the community. Under the new system, a consultation agent, chosen by county employees, will be pivotal. This agent, along with appointed employees, will engage in monthly meetings with management to discuss potential amendments to personnel policies. Additionally, the consultation agent will offer enhanced representation for employees during grievance procedures.

Although collective bargaining is not permitted for county employees under Texas law, consultation policies such as this provide a vital platform for employee engagement. AFSCME's success with similar policies in various Texas cities underscores a growing movement for increased worker representation and public endorsement throughout the state.
