U.S. Army Seeks Private Sector Collaboration for Modernization Effort

The U.S. Army has launched a bold initiative to collaborate with the private sector, aiming to leverage the fast-paced innovation of the commercial market to propel its comprehensive modernization strategy. Through a newly issued formal Request for Information (RFI) (LINK), the Army invites industry experts, investors, and pioneers to join forces in co-investing in various foundational aspects, including technology, energy infrastructure, installations, and the industrial base.

This marks a significant transition in the Army's approach to updating its infrastructure, as it seeks to evolve from traditional contracts towards more dynamic and innovative partnerships.

Dave Fitzgerald, Deputy Under Secretary of the Army, articulated the vision by stating, “The strategic vision for this is building the Army of tomorrow with private industry today... This initiative is a direct invitation to the private sector to become our partner in a historic modernization effort.”

The RFI aims to gather creative ideas that will help shape future engagements to attract varied developers and investors. The objective is to augment conventional funding with strategic investments, fostering self-sustaining and commercially viable projects that do not solely depend on Army funding.

Fitzgerald emphasized, “We’re not just seeking funding… We want joint ventures, long-term leases, and service agreements that align the success of the investor with the soldier and the taxpayer.”

The Army is on the lookout for expertise in financial models, partnership frameworks, and inventive contracting strategies that will appeal to investors and mitigate risks. The Army proposes a "value for value" partnership, offering secure land and a constant demand signal in exchange for robust energy solutions, modern facilities, and re-shored supply chains while minimizing reliance on taxpayer funding.

Fitzgerald further explained, “We are really looking for innovative models of both financing and operating on how the Army can help de-risk these investments for private capital and how we can align long-term return for our partners with the Army’s co-mission.”
