Puebla's Ambitious Airport Overhaul: MX$1 Billion Investment Set to Transform Hermanos Serdán International

Puebla is setting the stage for a major transformation in regional air travel with a substantial investment aimed at expanding and modernizing the Hermanos Serdán International Airport. The state government has earmarked MX$1 billion, approximately US$58 million, for this ambitious project.

The initiative, unveiled by Governor Alejandro Armenta, includes a comprehensive revamp of the airport's infrastructure, the creation of a sprawling commercial district, and significant road expansions. The plan seeks to enhance air connectivity, invigorate regional tourism, and attract foreign investments.

Modernization of Terminal Facilities

Under the management of SEDENA, following a transfer to the military in 2023 to bolster security measures, the state is infusing direct capital to fundamentally reengineer the airport's facilities. This marks the most significant upgrade in the past decade.

Governor Armenta emphasized, "We are going to invest MX$1,000 million. We are not asking for the airport to be returned to us; it is simply very important for us that those traveling from Puebla to any part of the world find a dignified place."

Key upgrades will include:

• Developing a new arrivals hall.
• Redesigning and expanding passenger waiting areas.
• Modernizing baggage claim systems.
• Reconstructing and enlarging parking facilities.

These improvements aim to cater to business travelers and international passengers, particularly those connecting through major US transit points.

Developing the Airport District

A key component of the investment is the establishment of a new 1.5-hectare commercial "airport district" opposite the main terminal. This district will be developed through a public-private trust, ensuring clarity and security for private investments, as confirmed by Puebla Cabinet Coordinator José García.

The development plan includes:

• Partnering with private developers for an international hotel.
• Creating a retail complex featuring movie theaters and banking facilities.
• Setting up intercity bus terminals and government service offices.

Designed to be an economic catalyst, this district will boost municipalities like Huejotzingo, Xoxtla, Calpan, and Cholula. To support anticipated traffic, a new four-lane boulevard will connect the Huejotzingo-Cholula corridor to the airport.

Enhancing Air Connectivity

Puebla is also responding to increasing demand from commercial airlines with a strategic expansion of air routes. Volaris, an ultra-low-cost carrier, will introduce 12 new routes, including nine domestic and three international destinations, as confirmed by Puebla's Tourism Development Secretary Carla López-Malo.

The airport, currently serving Volaris, Viva Aerobus, and United Airlines, will see its route network grow following extensive collaboration among tourism officials, airlines, and airport management. Targeted marketing efforts in key US cities like Houston, Los Angeles, and New York aim to drive passenger volume.
