DOT Seeks Public Input on Future of Surface Transportation Policy

The Facts -

  • DOT invites consumer input on future transportation legislation.
  • Focus areas: safety, project delivery, economic growth, partnerships.

WASHINGTON — In an unusual move, the Trump administration is actively inviting public participation in shaping future transportation policies, a domain historically dominated by influential figures on Capitol Hill.

The U.S. Department of Transportation recently issued a Request for Information (ROI), publicly disclosed on Friday. This initiative seeks "ideas, comments and information" from various stakeholders, including consumers, to contribute to the upcoming multi-year surface transportation legislation. The existing five-year legislation is set to expire on September 30, 2026.

In addition to expecting input from freight and passenger carriers, shippers, manufacturers, and local governments, the Department of Transportation (DOT) is notably reaching out to consumers. The goal is to gather input that will "support the development of the next surface transportation reauthorization bill to address the nation’s most essential infrastructure needs," as outlined in the notice.

The notice further emphasizes that the feedback gathered will be used to shape legislative priorities, ensuring that future infrastructure programs focus on delivering safe and efficient surface transportation without unnecessary requirements.

The reauthorization aims to modernize America's infrastructure with a focus on improving safety, streamlining federal processes, promoting economic growth, and strengthening partnerships.

Key policy themes highlighted for comment submissions include:

  • Enhancing transportation safety: This includes addressing truck parking, a top concern for the trucking industry.
  • Accelerating project delivery for transportation projects: Reform efforts for the National Environmental Policy Act and project permitting are included to expedite infrastructure improvements.
  • Increasing opportunities through investment in transportation infrastructure that promotes economic growth: Focus on expanding capacity to alleviate congestion, essential for efficient freight movement and market health.
  • Strengthening partnerships with states: Aimed at improving transportation project outcomes and efficiencies.

Feedback can be submitted here by searching for docket no. DOT-OST-2025-0468, or by emailing submissions to STR2026@dot.gov. The deadline for submissions is August 20.
