Innovative Land Use Strategy by the Army to Fortify National Security

The U.S. Army has embarked on a strategic plan to repurpose its underutilized lands, aiming to bolster national security and improve living standards for Soldiers, Civilians, and their Families. By leasing these parcels to qualified entities, the Army seeks to generate benefits that will be reinvested into crucial infrastructure and services, thereby maximizing the value of its real estate while supporting local and national priorities.

Recently, the Department of the Army announced a Request for Information (RFI) to gather proposals for the leasing of non-excess Army land. The focus is on developing critical mineral processing facilities, an effort utilizing the Army's Enhanced Use Leasing (EUL) authorities. This initiative is intended to transform underutilized properties into productive assets that align with defense and Army objectives.

The EUL program provides the Army with a mechanism to engage in long-term leases of underutilized land, ensuring economic investments are made while obtaining fair market value. This, in turn, enhances the resilience of installations.

Jordan Gillis, the Assistant Secretary of the Army for Installations, Energy, and Environment, stated, “Enhanced use leasing allows us to pursue innovative partnerships that directly benefit the Army, including our Soldiers, Civilians, and Families.” He emphasized that this initiative is in line with Army modernization efforts while also providing enduring value to local communities.
