Major Economic Boost as GSK Expands in Lancaster County

A significant investment of over $800 million by a global biopharma company promises to invigorate the economy and add 200 well-paying jobs in Lancaster County.

Governor Josh Shapiro's proposed budget for 2025-26 focuses on fostering innovation to solidify Pennsylvania's position as a leader in economic development and job creation.

Marietta, PA – At a groundbreaking event, Rick Siger, Secretary of the Department of Community and Economic Development (DCED), spotlighted Pennsylvania's $21 million commitment to GSK. The expansion, initially declared by Governor Josh Shapiro in October, is an $800 million endeavor that will establish at least 200 new positions while sustaining 4,622 jobs, significantly enhancing Pennsylvania's life sciences sector. GSK's expansion focuses on enlarging its research and manufacturing facilities within Lancaster County to produce essential vaccines and medications. This site currently supplies vaccines to one in four Americans, a figure expected to rise with the new developments.

This project not only enriches Lancaster County but also ensures the retention of over 4,622 jobs across Pennsylvania and maintains GSK's U.S. headquarters in Philadelphia.

“Pennsylvania’s Economic Development Strategy focuses on growing one of our most crucial industries – life sciences,” stated DCED Secretary Siger. “Having a global company like GSK make a major investment in the Commonwealth sends a strong message to companies around the world that Pennsylvania is indeed open for business.”

GSK, headquartered in Philadelphia with global operations rooted in London, is committed to advancing healthcare through science and technology. “We are proud of the role this site has played in GSK’s global supply chain, and we are excited for the impact this new, state-of-the-art facility will have to deliver next generation vaccines and medicines,” noted Matteo Leardini, GSK Marietta Site Director.

Ezra Rothman, President of EDC Lancaster County, expressed enthusiasm for the collaboration with local government and the Shapiro Administration, emphasizing the community's legacy in vaccine production. “With over a century of vaccine production and research at this site, we are thrilled to see our community continue to lead groundbreaking vaccine innovation and development.”

The project was orchestrated by Governor Shapiro’s BusinessPA team, a group dedicated to accelerating business growth in Pennsylvania through strategic guidance and financial support.

Since the commencement of the Shapiro Administration, Pennsylvania has seen over $3.7 billion in private investments and the creation of more than 5,000 jobs. Governor Shapiro’s 2025-26 budget proposal aims to build on this success with $160 million in new and expanded investments as part of a 10-year Economic Development Strategy.

Key initiatives in the budget proposal include:

  • $50 million for a new PA Innovation program, featuring a $30 million initiative to boost life sciences and $20 million for ongoing innovation support
  • $10 million in AdvancePA tax credits to generate high-quality jobs
  • $12.5 million for WEDnetPA to expand the workforce and address labor shortages
  • $2 million to develop Career Connect, providing internships at Pennsylvania companies
