Significant Investment in Philadelphia as DrinkPAK Expands

Pennsylvania celebrates a $195 million investment from DrinkPAK, a leader in canned beverages, promising 174 new jobs in Philadelphia. This development acts as a catalyst for the Bellwether District, a pivotal component in the Shapiro Administration's initiative for rapid economic advancement.

Harrisburg, PA – In a major economic boost for Pennsylvania, Governor Josh Shapiro announced that DrinkPAK will open its first manufacturing facility in Philadelphia. With the Commonwealth's support through a $2 million investment, the project promises to create 174 jobs over the next three years. This move positions Pennsylvania as the only state in the Northeast with a growing economy, thanks to its strategic initiatives and competitive advantages.

DrinkPAK will establish a 1.4 million-square-foot facility in the Bellwether District, an area undergoing a comprehensive redevelopment to transform the former Philadelphia Energy Solutions refinery into a hub for economic development. The facility will not only bolster the local economy but also serve as a central point for DrinkPAK's East Coast operations.

Governor Shapiro emphasized the state's aggressive efforts in securing this investment, noting, “My Administration competed aggressively against other states to secure this major investment from DrinkPAK — the first anchor tenant for the Bellwether District that will create tens of thousands of jobs and supercharge the economy of Southeastern Pennsylvania.”

DrinkPAK has been offered a funding package by the Department of Community and Economic Development (DCED), including a $2 million Pennsylvania First grant and potential eligibility for the Manufacturing Tax Credit program. Located in a Keystone Opportunity Zone, DrinkPAK may also benefit from additional tax incentives.

“The Shapiro Administration is proud to support DrinkPAK and its major investment in Pennsylvania,” said DCED Secretary Rick Siger. “This project is a tremendous win for the Bellwether District, as well as the Commonwealth’s manufacturing industry.”

DrinkPAK, founded in 2020, is renowned for its advanced manufacturing capabilities and flexibility in beverage production. CEO Nate Patena affirmed, “Our 1.4 million-square-foot Philadelphia location will continue to solidify DrinkPAK’s position as North America’s premier canned beverage manufacturer.”

The Bellwether District represents a significant transformation effort by HRP Group, aiming to convert the site into a sustainable development model. Strategically located near key infrastructure in Philadelphia, it provides excellent connectivity for industrial activities.

Philadelphia Mayor Cherelle L. Parker expressed enthusiasm about DrinkPAK's arrival, highlighting the city's open-for-business approach and the positive impact on local employment and the economy.

This initiative is part of Governor Shapiro’s broader strategy to enhance economic competitiveness, including the PA Permit Fast Track Program, which accelerates the permitting process for crucial development projects.

  • Site Selection Magazine has named Pennsylvania one of the top business climates in the nation. The Commonwealth is 11th in the 2025 Business Climate Rankings, up seven spots from last year.
