Labor Leaders Urge Congress to Reject Anti-Worker Resolutions

Labor Organizations Rally Against Congressional Review Act Resolutions

Today, a coalition of nearly 50 labor groups sent a letter to Congress opposing over a dozen anti-worker Congressional Review Act (CRA) resolutions, including a move to overturn the Centers for Medicare & Medicaid Services’ rule on nursing homes’ minimum staffing requirements.

“The CRA has become a weapon in the war on workers by special interests,” the organizations’ leaders wrote. “These resolutions, some already passed, threaten to undermine critical gains for workers. Every vote for these CRA disapproval resolutions is a vote against labor.”

The letter highlights several key regulations congressional Republicans aim to reverse, including Nursing Home Staffing Rule, Retirement Security, Overtime Rules, worker health and safety regulations, and student debt relief. If successful, these resolutions would reduce earned pay, revert nursing home staffing to dangerous pandemic levels, and create hazardous job conditions.

“We ask you to reject private equity, the financial industry, multinational franchisors, unionbusters, and other special interests from using this tool to undo workers’ progress,” the leaders continued. “Stand with working families and vote no on all CRA resolutions.”

The Congressional Review Act, enacted in 1996, allows Congress to overturn agency rules through a special mechanism not subject to Senate filibusters. In the first 21 years, it was used to overturn one rule. However, during the 115th Congress under President Trump, it overturned 16 rules, including those related to workers’ retirement security and accurate records of workplace injuries.
