Kaiser Bargaining Update: Progress Made, Strike Still Likely
Progress in Kaiser Bargaining Amidst Strike Authorization
In recent negotiations, Kaiser management showed unexpected progress following the overwhelming approval of a strike authorization by nearly 83% of union members. Although significant issues remain unresolved, the movement on lesser concerns marks a potential step forward in negotiations.
During the latest bargaining session, tentative agreements were reached on establishing Professional Practice Committees and incorporating language into the contract for more flexible and hybrid work schedules.
Proposals and Counter-Proposals
Kaiser presented several proposals in response to previous union requests:
- A new 25-year longevity step with a wage increase of 2% over the 15-year step, compared to the union's initial demand for 20- and 25-year steps with a 4% increase each.
- An offer of $1.00 per hour for preceptors, whereas the union had initially proposed a 10% differential, later adjusted to 6%.
- Acceptance of the union's proposal to enhance retiree medical benefits, aligning with recent improvements made for other unionized employees.
Additionally, Kaiser adjusted its offer on Patient Management Time (PMT) by proposing four hours of protected PMT for full-time employees, reverting to a status similar to before recent changes. However, the union highlighted that four hours remain insufficient and criticized the lack of attention to workload and staffing issues affecting various departments.
Union Adjustments
In an effort to facilitate a settlement, the union modified several of its proposals:
- Reduced the proposed life insurance benefit from $100,000 to $60,000.
- Revised incentive plan metrics, accepting some of Kaiser’s suggestions with more attainable targets.
- Withdrew the request to add Presidents Day as a paid holiday, while emphasizing the need for Kaiser to recognize Juneteenth and its commitment to diversity, equity, and inclusion.
- Altered the proposal on Status Definitions to place limits, rather than a complete ban, on requiring part-time employees to take additional shifts.
Despite these adjustments, the likelihood of a strike remains high. The union is preparing for this possibility by engaging in political and community outreach, enhancing patient communication through the Kaiser Don’t Deny page, and expanding its media presence. Additionally, they are organizing member resources and logistics for the strike, such as picket locations and shifts.
