Harrisburg, PA – The Shapiro Administration is making a $199,840 investment in the North Hills School District's Welding Program in Pittsburgh, aimed at equipping students with essential skills for the manufacturing sector. This investment is part of the Manufacturing PA Training-to-Career (MTTC) grant program.
The North Hills Welding Program will benefit from this grant by upgrading its equipment and enhancing staff capabilities to provide students with necessary welding skills. The program collaborates with local manufacturers to address skill shortages and provide students with career exploration opportunities through workshops and mentorships.
Governor Shapiro's commitment to workforce development is evident in his 2025-2026 budget proposal, which emphasizes future workforce investments.
“The Shapiro Administration recognizes that in-school career programs like the North Hills Welding Program benefit both our workers and the manufacturing industry,” said Director Ross. “Engaging students with advanced technology experiences helps to meet the needs of the industry while placing young Pennsylvanians on the path to rewarding careers in manufacturing.”
Celebrating its tenth anniversary, the North Hills Welding Program aims to close the skills gap by offering hands-on training and fostering industry partnerships.

The MTTC grant program works with local manufacturers to identify and address skill gaps in potential employees, engaging youth and others facing barriers to career opportunities in manufacturing.

Governor Shapiro's Budget: Bridging Workforce Gaps
Pennsylvania faces significant workforce shortages, which Governor Shapiro aims to tackle by broadening workforce access. His initial executive order opened 92% of state jobs to those without college degrees, resulting in nearly 60% of new hires coming from this group.
The budget aims to bolster workforce development to fill industry needs and alleviate shortages in critical sectors.
Apprenticeships and Diverse Pathways to Success
Over the last two years, the Shapiro Administration has boosted funding for vocational education and apprenticeships by nearly $65 million, achieving a 50% increase in workforce development investment since taking office. More than 110 new pre-apprenticeships and registered apprenticeships have been established during this period.
- The 2025-26 budget allocates $12.5 million for the Workforce and Economic Development Network, using $10 million in existing funds plus $2.5 million in new state funds for worker training.
- An additional $2 million is allocated for the Career Connect program, designed to build internships and facilitate talent recruitment across Pennsylvania businesses.
