Governor Shapiro Unveils Comprehensive Energy Strategy for Pennsylvania

In a move to cement Pennsylvania's position as a leading energy producer, Governor Josh Shapiro has announced a new initiative called the "Lightning Plan." This comprehensive energy strategy aims to bolster the state's energy production and secure its energy future amidst rising global instability. Legislators are actively seeking co-sponsors for this plan, which promises significant economic and environmental benefits.

York, PA – Governor Shapiro presented the details of this plan at Voith Hydro North America, a major hydropower manufacturing facility in York. The plan has garnered support from diverse groups, including labor unions, environmental organizations, and consumer advocates, highlighting its broad appeal and potential impact.

According to Governor Shapiro, the plan will create jobs, lower energy costs, and enhance Pennsylvania's energy infrastructure. "Pennsylvania has long been a national energy leader... but right now, we’re letting other states outcompete us," he stated. The initiative focuses on increasing energy production, expediting project approvals, and fostering innovation in clean energy technologies.

The Lightning Plan will implement several strategic measures, such as updating the Pennsylvania Economic Development for a Growing Economy (EDGE) tax credit, establishing a state energy siting board, and encouraging shared energy resources to reduce utility costs. Furthermore, it seeks to expand rebates for energy-efficient appliances, making them more accessible to residents.

Stanley Kocon, CEO of Voith Hydro North America, expressed his support for the plan, emphasizing the importance of hydropower as a reliable and sustainable energy source. "We wholeheartedly support the Governor’s plan to lower electricity costs," Kocon remarked.

Jim Enders, President of the Central Pennsylvania Building & Construction Trades Council, praised the plan for its focus on job creation and environmental sustainability. "These are common sense goals that we should all be able to agree on," he commented.

The plan also aims to modernize Pennsylvania's energy standards through initiatives like the Pennsylvania Reliable Energy Sustainability Standard (PRESS) and the Pennsylvania Climate Emissions Reduction Act (PACER). These measures are designed to diversify the state's energy sources and reduce carbon emissions, aligning with national and global sustainability goals.

Senator Carolyn Comitta and Representative Aerion Abney have voiced their support for PACER, emphasizing its potential to save consumers money and boost the state's economy. "PACER is a win-win for the environment and Pennsylvanians," Abney noted.

Other key elements of the plan include the creation of the Reliable Energy Siting and Electric Transition (RESET) Board to streamline energy project approvals and the introduction of a Community Energy proposal to support rural communities and low-income residents.
