Governor Shapiro's Budget Boosts Funding for PA Neighborhood Programs
Thanks to Governor Josh Shapiro's bipartisan budget for 2024-25, funding for the Neighborhood Assistance Program has been increased to $72 million, making projects like A Gift of Smiles dental clinic possible.
Among 218 recipients of the second round of NAP awards across Pennsylvania, A Gift of Smiles stands out for its dedication to improving community welfare, reflecting the Shapiro Administration’s vision of vibrant and resilient regions.
Wormleysburg, PA – The Department of Community and Economic Development (DCED) Secretary, Rick Siger, emphasized a $33,750 investment by the Shapiro Administration in the A Gift of Smiles initiative during a visit to the program's new dental clinic in Lemoyne. This clinic offers no-cost dental services to low-income individuals with disabilities in Cumberland County and Harrisburg, made possible through the Neighborhood Assistance Program (NAP), which incentivizes private business investments in nonprofit community efforts through tax credits.
Governor Shapiro's 2024-25 budget, which increased NAP funding from $36 million to $72 million, has enabled two rounds of awards. The second round supports 218 nonprofits throughout the state, following a first round announced in September 2024.
Since assuming office, Governor Shapiro and his team have prioritized investments that position Pennsylvania as a global leader in innovation, job creation, and economic growth.
“The aim of the Neighborhood Assistance Program is to fortify our communities and enhance the quality of life for all Pennsylvanians,” noted Secretary Siger. “I’m delighted to witness the new dental clinic by A Gift of Smiles, celebrating this award that promotes health and safety for disabled adults and children in Cumberland County and the Harrisburg area.”
Of the 218 awardees through NAP, 35 investments target the central region.
“The A Gift of Smiles Dental Clinic crucially ensures our vulnerable residents receive the dental care they need,” said Representative Nathan Davidson. “The doubling of NAP awards this year underscores Pennsylvania’s dedication to stronger communities and better health for those in need.”
Dr. Dwight Ashby, DDS, Founder of A Gift of Smiles, expressed gratitude, saying, “This NAP funding allows the clinic to provide essential care by equipping us with the necessary tools to offer free services. We are deeply thankful to local businesses like Alba Orthodontics, Fields Family Dentistry, Mid Penn Bank, and MKL Orthodontics, alongside the Shapiro Administration, for making the NAP Tax Credit program funding a reality.”

Shapiro's Economic Development Achievements
At the midpoint of his first term, Governor Shapiro has achieved significant milestones in economic development:
- Launched the first statewide economic development strategy in nearly twenty years, focusing on key industries: agriculture, energy, life sciences, manufacturing, and robotics and technology.
- Secured $500 million to scale the PA SITES program, aiming to develop ready-to-build sites, expanding beyond the pilot program that awarded $10.6 million to seven projects.
- Established the Main Street Matters program with a $20 million fund to aid downtowns and surrounding areas.
- Enhanced opportunities for minority-owned businesses with a $20 million allocation to the Historically Disadvantaged Business Program in his first and second budgets.
